A system where a country would gain independence if you don't meet their needs. For example putting a percentage of your income to the country for their happiness.
Countries could also fund a rebellion by force of military if they have good relations or same ideology which would result in a war for the country seeking independence and the ones who funded. A region could also apply for the above eg. Siberia, England, Scotland, Calafornia.
