why do all vehicles have no drivers? why do billboards have people on them yet there are no people whatsoever on the island? why is there a hospital that's completely empty

these are the answers we need to know

Imma be real, it's the same reason Burnout never had drivers (except the F1 cars). It's so the game doesn't get age restricted, mangling bodies in twisted wrecks doesn't do the age rating any good.

I have a theory that the cars are remote controlled much like the cars in Split/Second and that its apart of a TV show with the roaming around the island being the hub world and the events themselves being the mainshow, due to how you have licenses to rank up on much like how in the first Forza Horizon and later on FH6 your given wristbands and that to rank up you need to do events albeit in the case of Wreckreation, without the boss battles and showcase events and also the flags and signs that appear on the side of the road
As too why there are no grandstands or people watching the races in person is often because of the high risk of death and injury that comes from the many crashes that happen in the events, especially Road Rage, also much like in Split/Second
As for Livemix, its controlled by the owner of the island AKA the player which uses a special drone to place and create tracks and other places

But hey thats just a theory

To add to this, all of the billboards and traffic vehicles are all of the product placement and companies sponsoring the show
As to where the cars are coming from some basic ones like the Gemini and Delosa are bought up in mass while the more old,rare and special race cars like the Headbanger, Powerslave, and Mulsanne are actually replicas as buying some of these cars would be too much due to the cost and rarity of some of the cars
Some of the supercars can also be replicas whether it be again due to cost, rarity or manufacturer restrictions like how Ferrari is quite strict and protective of their brand
