Start the match with klowns having buffed cotton candy guns to encourage cocooning and nerfed melee / popcorn weapons to discourage klowns who only kill humans. Both sets of weapons would slowly taper towards the current speed / damage as the match progresses.
This would work the same way for human weapons. The damage from axes, knives, and firearms would be nerfed at the beginning to discourage klown killing while blunt objects would be buffed for a chance at basic self-defense. Halfway through the match all weapons would be back to their regular stats.
This would promote contesting objectives and saving teammates instead of both sides just rushing to kill each other.
