There are a lot of limits that are put in place when releasing on old gens but releasing on only newer gens lets them have better quality of a game

The game could easily run on low graphics settings on last gen
It's only a cost cutting measure and dev time cutting measure
It's not about whether or not it could run
But at this point I can understand a developer not wanting to put time into optimizing it for old gen
Then dealing with patching the game as well
