When Draw On Time Up is enabled. The clock interface will have a tag that says draw next to it. Since the custom powerup thing has its own icon why should the draw thing not (I've now just realized that I drew the clock icon wrong whoops).

Furthermore, literally no one disagreed with the actual suggestion, which also got a handful of stars.
