because miibumm thought it'd be too broken
personally i think giving tanooki flight is worth a try because they have to land eventually plus the player won't be at run speed
but with cape the player can fly infinitely and at run speed
and even on the ground it's attack is big and can be spammed
even if tanooki's attack could be spammed i don't think it'd be nearly as bad as cape's spamming (in 2.0 atleast, 1.7 it would be too much)
