yes, all you need is a synth with a saw wave, volume envelope, filter envelope and an lfo

so you'd use a sawtooth wave
shape its volume sustain over a medium lengnthed period
filter it with a low pass
add some resonance
add a short envelope for the filter to add impact to the instrument
have the filter cut off position modulated by an lfo
