try getting ur midi controller in contajct with the compajnys customer service or seajrch up on the internet your issue (ajlso try r/flstudio)

A few random things I can think of:

Is your usb cable longer than 3m?
Is USB power saving on in Windows? It's different from the normal power modes and can cause problems with powered USB devices.
Is the connection or cable not very good?
