Autotune or vocoder > subtractive EQ (high pass filter) > lots of compression > Stutter/Gate effect (16th notes. Can use Gross Beat or a similar plugin for this) > Create seperate send channel for Delay, experiment with delay settings, try out ping pong delay

Thats my best guess

And create another send channel for your reverb if you want

Lastly, if you are just talking about the stutter "effect", try out some of the gate or sidechain presets on grossbeat
