This means you have not added the equalizer you mentioned.

Have you moved your FL Studio installation directory by chance?
If you do a fresh plugin scan, does anything change?

Turn on the "re verify" tickbox and then click the find more plugins button in the top left.
And now, if you open plugins from the browser, under Installed/Effects/Fruity, do they load as expected?

You can manually copy the Plugin.fst files from the "installed" directory, to the actual plugin database, but rebuilding the database should have had the same effect.
IIRC, the folders/locations/permissions should be pretty similar for both of those folders, so I don't see why they wouldn't work after a rebuild.
oof, the OneDrive part of this could be causing some issues. FL is known to be wonky when running inside a OneDrive/GDrive/Cloud backed up folder.
If the files from this folder worked, you can use them. Its a little wonky, but it beats having no effects.
Otherwise, you can manually build your plugin database, by copying those (working) fst files to the main "installed" folder.
