There's a few different ways to achieve an "8-bit sound", one way is through bitcrushing. Load your OGG into FL, route it through a mixer insert, then add the Effector plugin. This lo-fi effect is a bitcrusher.
Another similar effect would be to use Fruity WaveShaper and to use the Bitmunched preset

that means that sound is routed to insert 4

yeah, if you're wondering about that, all the inserts 1-100 or whatever route to M
that "1st one" is the Master track. All other tracks route to that track and that track routes to your audio output

Yep, exporting should apply the effects by default but make sure they are enabled
