Getting stuck on the releasing resources screen can be one of two things:

• Windows File Permission shenanigans (that get fixed with game restarts, PC restarts, running as admin, etc)
• Network bullshittery (you're not reaching a subset of the game servers due to ISP not doing their only job properly, change DNS or use VPN to fix it)
