@golden zenith I figured it out. The names of the meals in Romans list are not the same as the actual crafted meals. Also, none of them are marked with the mission icon. I thought they were marked when I turned in the ones I did before.
Anyway, I turned in all 3 of the ones I crafted today by selecting from his list that had the same meal picture.

@silk jackal So apparently the problem all along was not that I couldn't turn the meals in to Roman, but that the tracking isn't working in Roman's list. I had the mission tracking (and still do), and they were marked in the crafting menu, but they were not marked in Roman's turn-in screen. Also, the labels on the meals don't match between the recipe and Roman's turn-in list. The only way to ID them, which I missed until 20 or 30 minutes ago, was to match the pictures of the food.
Maybe earlier in the day before I was streaming The Division 2 for 5 hours, I may have caught those signs and had success right away.
