My game stutters to like 45-40 FPS on a somewhat high graphics preset with max FPS being 60 only

It ran just fine before I reinstalled Windows before, but I need help.

Game is installed on an SSD, and I'm playing on a 12 gigabyte GeForce RTX 3060 card, a Ryzen 7 5700G cpu, and 16 gigs of RAM

Is it perhaps of a RAM bottleneck? My current RAM usage is pinned at 97-98 percent when I was checking Task Manager statistics.
