It's an ISP issue, so using a VPN with a gateway other than from your ISP will fix it in most cases
(VPN provider using ION or some other ISP instead)

Also considering your ISP struggles a bit with cloudflare, I doubt 1.1.1.1 will work in the first place

After an extensive 595.76 hotfix test (yes i tried it again ) i got the results:

+AKE: run at 185w+ most of the time, fps is more stable. (2 hours test)

+Wuwa: i saw the most improvement here, run better and use more power (1 hour)

+3dmark: lower score but uses a lot more power 185-190w compare the the usual 180-186w of older driver.

+Heat: somehow use more power but run cooler in everything.

+Voltage issue: happen in Endfield and 3d mark timespy. Sometime it drop to 1.04.

+Overall it needs a lot of tweaking with msi afterburner to get a good profile.

Unless you play wuwa, i don't recommend 595.76
