ah I see, well the only setting drastically improving performance is shadow quality after I did some research. I basically just go to the area where I lag/stutter the most and just turn off all the settings and turn it on one by one to see what makes the most difference in framerate. and the result is shadow quality (and render scale) but I can have render scale on 100% and not lagging at all if my shadow quality is set to low or very low. The area I was using was Treasure grotto cave I mentioned.

there's ways to mitigate the issue, but they weren't satisfactory enough for me personally

higher resolutions are much better, that one i tried was 1440p and it was very noticeable everywhere

decided to go for a 4k monitor after returning it instead, and it's entirely gone unless your face is 2 inches away from the screen

it generally isn't worth it considering how much it costs to make the next jump, and 1440p already provides great quality for it's price anyways

there's some crazy value 1440p monitors out there, barely higher than 1080p
