@steady vigil @whole bay if you still have this issue then you should try out updated version of "zapret" from github and test all of variants of .bat files there. I've encountered this issue today and it were fixed by using ExitLag, then I updated zapret and found out that some of .bat files worked for me.
zapret is completely free and easy to use (just install correct version of bat file as service). it might need to be tuned a little bit in some cases, but usually works without. Just test all of them with discord, youtube, games you play and see if any of them works for you.
Otherwise yes, it is related to AWS or CloudFlare being half banned in Russia, so VPN or other methods will help.

My 8bitdo Ultimate 2c wired Controller suddenly stopped working a few days ago, there wasnt any Update for the Game, software or firmware for my Controller.
It worked perfectly fine before i have been playing this game for almost a month with that Controller. Went offline and next day it didnt work anymore.
- Still works in other games.
- Steam Always turned off cause of steam inputs
- tried unplugging Keyboard before starting game
- plugged USB in USB 2.0, not USB 3.0 or higher anymore
- restarting and unplugging Controller
- removed controller from devices, so that it will be recognized as "new devices"
- deleted Enfield config in registry
- reset settings to Default
Reinstalling game is another thing i could try but honestly i didn't want to download game again for a controller issue😣

but even then the dlss have issues of making the system use less power suddenly and lower performance
