But when I get to WuLing, frequent stuttering. Riding a boat once is difficult. Trying to activate any water movement causes huge latency spike. Waterfalls purple. (I can attach sample screenshots.)
Opening the map or teleporting anywhere else is fine with some artifacting, but teleporting back or activating stuff in WuLing then crashes

The main reason for the stutter for me is the fps suddenly cap at 120. The other day before it was able to reach around 170-190 ish so when the frame drops it doesn't stutter, but with the fps capped at 120 whenever the fps dropped it justs so bad

because vsync is obliterating your framerate on your iGPU only machine whenever it drops too low

if you enable regular Vsync in-game, anytime your FPS drops below a certain threshold, Vsync will lower it even further to a framerate that can render in sync with your monitors refresh rate

as an example, dropping to 59 FPS with regular Vsync enabled limits your framerate to 30, and dropping to 29 with it enabled will limit your framerate to 20, 19 will limit it to 15, and so on

other methods of Vsync/Adaptive Sync/Freesync/Gsync/whatever which are generally hardware based don't do this, and instead adjust the monitors refresh rate itself to sync with the output of your current FPS

i wouldn't use just standard vsync if your computer isn't capable of outputting a stable framerate

also usually wouldn't enable it inside games
