Thing is, you aren't losing much damage by having Hot Works over slab. If you can keep the 50% heat damage up that's roughly equal to having 20% more ATK. Which would take Hot Works upto around 6.7/6.8k equal anyway. So it's really only a case of losing about 500 ATK for a lot more skill damage.

I'd say for purely PO/PO builds Hot Works is likely the way to go, but with potentials on Laevetain & especially on her weapon you'd just build ult gain instead.
