Wulfguard likely not, maybe his combo trigger for more heat stacks. But the upgrade is realistically minor. Ardelia's shred is tied behind her battle skill. Also her combo trigger is her only way of applying corriosion to trigger her shred so getting that to TL12 will make her rotations a bit more comfy.

Combo trigger at TL12 has a reduced cool down of 1 second on all characters. So if you can trigger it more you get more heat. Like I said for Wulf it's really minor upgrade though.

Also for 20% shred from Ardelia's skill you need TL12, if you have TL11 it's only 18% an 16% at TL 9. So Ardelia really does want to be 80/90 with TL 12 on combo & BS.

Like I said you can skimp on investment on your supports an for now it could be argued to be a good tactic.

But make no mistake your teams are performing a lot worse because of it.
