For combo and battle skill, there's really nothing more efficient than 1 vuln stack per use, and that's what chen provides. Ember is the same, but does less damage and is more inconvenient to use and on a longer cooldown. In exchange you get the defensive utility. That's the only physical character you can really make a direct comparison to.
