then we need to still be in 1.0 and not have better units than wulfgard/akekuri/antal for heat infliction

if you meet all those conditions then slab requiring an extra combo is not as significant of an issue compared to tide chest. in those cases slab can win ahead.

the other use case is precharged ult in content where you win before the ult expires, as being strictly more damage is a benefit there, naturally. but that doesnt exist outside of whale stuff that doesnt need the extra damage from slab either
