ok so, Clannibal buff is pretty good but the condition itself is pretty middling,
It requires the wielder to consume a combustion, and the only way that wulf is consuming combustion is through his BS, which does have a 20sp return but its still negative 80sp and will be pretty hell to keep uptime as it is iirc only 10s.

so, we shift our view from him as a debuffer to being a heat stacker.
With only UGE gears we can only attain 210% UGE at most when what we need is about 232% or 241% (p0 or p1 laev respectively) at p4 wulf to get his ult back in just 2combo2skills

now you ask, Why is UGE important? his ult provides combustion in which will proc laev CS, therefore gaining 1 stack for laev, not only that at p5 wulf resets his combo cooldown, with a combination of same frame CS + Ult it will reset back his CSCD and let you proc another one of his CS for free. Basically 3 heat stacks for just 100sp.
