Well they don't move, if that's what you mean. You can use the camera function in your gear wheel to photo them even if you're not at the yellow glowy spot for photos. So you can go to any other place to photo some frogs if frogs are your photo target

The grand majority of people also just don't switch gear sets around at all unless they have the option to quickly do so offered by the game, and most of even these players might not even use this function more than once or twice per patch
The difference between sets is also just not that crazy, at the end of the day it's kind of just the same kit that you're playing with, at least for the content that we've gotten so far.

All that is to say... saying you NEED 3 gear sets for Laevatain is kinda just a bit too much I think
