We need another 30% efficiency to cap it, then we can swap between four 30% efficiency operators and not care about mood drop. For the more casual, need six to do a full room swap.
So it'll eventually cap out at a consistent 5 clues a day, which can be an 83% uptime if you're lucky, realistically probably closer to 66%

How did you come up with the numbers? I'm bad at these stuff

Three operators with 30% is a clue per six hours. This is four a day, plus the daily makes five.
Two at 30% is a clue per seven hours.
Currently we can't run three 30% full time.
I don't count clue 7s, you can effectively get them from randoms if you ever run out.
So if you get 5 clues a day and all are non7, that's 5/6 clues you need for exchange, or 83%. 4/6 is 66%.
You can't control the daily via rate up, so sometimes that will be a 7.
Assuming you can control three clues and miss one overnight, that's probably closer to an average of 4/6
