It's main attribute on examplar vs str on sunderprince. And with ember being the conrrollled operator, the atk% given by exemplar can be met (32% vs 39% but you get an extra load of main stat from Sundered) and it gives more stagger on final strikes

So it comes out a ahead by a decent chunk
