After finding out the sanity event was only a x3 a day thing rather than a clean 50% off all sanity activites I just went and burned all my banked sanity to see what I could do.
x10 promotions to 60/80
All operators minimum have a weapon at level 60/60
All operators major combat skills unlocked (not counting stat ups or base skills)
Still need to get everyone's skills up, was planning on 6s across the board, but I think I'll do 3s then sweep back and do 6s, picking up their stat-up perks along the way.

I ended up burning 1.1m t-creds (I've been building them for a while) and over like 4000 sanity and ~200 sanity tickets in such a short time. (I have 4387 t-creds remaining after everything, I am maaaad broke lmao)

Best I can do without spamming images forever is show that my lowest level operator (since the char list is organized via Squadmates -> Highest Level -> Lowest Level) is a 60/80.
I have also equipped everyone with gold armor of relevance to my interests.
Most of my operators on the far right of the character list are still hovering around skill ranges of 1-3, that's my next major step. Plan to stop at 6 for everyone at most.

Screenshots showcase lowest level and highlighting the fact everyone's organized correctly and at 60/80 minimum. Did 60/80 since that is the major breakpoint for everyone to wear gold armor, as well as most of their passives, missing the final stat up and some base perks.

Oh, I am missing operators, so this isn't including Ember, Laev, and Yvonne. I have Gilberta.

I've played every single day since launch, and managed to get everyone to at least level 60/80 (E3), all but 4 operators have skills at least level 6/9, and everyone's got level 60 weapons equipped, all major combat passives unlocked for everyone as well.
So it is indeed possible.

Grind daily. I have most of my ops to 70 (been playing since launch). Only money I spent was for the battlepass for extra materials. You get a ton of sanity boosters so you can spam farming for mats in those challenge portals. You also get a ton from exploration and the events.
