#Refresh ok with VPN and wifi ON but not with VPN and 5g(data)

I can refresh obviously with wifi and vpn on, but i have an error if the wifi is off and i have mobile data on, ALSO if the vpn is enabled.
Is this a normal behaviour?

I think it's an important question because for example if we are in a place for more than 1 week or so without wifi how to refresh with mobile data and vpn? And i switched to SideStore just for to avoid to use a pc or mac to refresh, etc.. Is there a way to use mobile data and vpn to refresh or a workaround if the wifi connection is not enabled?
