I have found an argument on GameFAQs about why Leon Kennedy doesn't give Ashley Graham a gun or knife to defend herself (Ashley getting carried away by the enemies is a pretty common fail condition in Resident Evil 4).

The consensus is that since she has no training, she could shoot herself or Leon and it would be safer for her to not have a gun

This seems kind of strange to me, as a) The guns have laser sights, so she doesn't really have to worry about being able to aim down sights accurately, and b) they routinely get swarmed by enemies, which seems like a much bigger threat than having Ashley shoot herself

so basically imagine rust crafting but instead of needing to research guns you need to research gun parts, so like if you made a gun like a waterpipe but you don't have a good skill for the part of the gun that sets the primer off, then you will have to potentially press the trigger multiple times for your gun to shoot, and if you try and craft high level guns which will still be locked behind walls (such workbenches for example) but all your skills are low then game wont prevent you from crafting the gun there's just a high chance it could blow up on you cause you built everything wrong. the important skills are primer sticker to prevent potentially having to press trigger alot and welding to prevent complete gun failure.
