I found out the reason why People sometimes can't find each other in PVE, APARENTLY you have to put your username in PVP and PVE for some unknown reason, and if you can't see their username after you add them and they add you check to see if they are on the same game mode as you, otherwise if you're on PVE and you are both on the same game mode and you have each other added but you cannot see them, then ask them if they have the DLC, If they don't then that's the reason.

Some nights wake up at 2am and can't go back to sleep so go play GOT for a few and I get everything purples, gpus, streamer items, bosses etc. regular day hours not a lot of anything so I'm wondering if the amount of items spawning is set to distribute among all players active in PVE, like let's say the game is set to spawn 10 purples in PVE every ten minutes, if there are only 10 players online they all find a purple in that timeframe, but if there are 1000 only 10 get a purple.

You have to do other trader quests to get it back running again. Im not sure which ones so just activate some and complete them.
