Not that I've been able to tell. I've only played pve since it was introduced and only on easy since the difficulties got added I've not seen a difference in loot qaulity personally.

PG exist but there are several armor sets with the same PG. People make tier listst with a couple of "tiers" having the same protection grade so that's just nonsense. Also some people make A22 T1, others make it T0.
