I'd have a few quests active. If you spawn near then complete it, if not accept failing that one whilst being productive on another. Just don't forget to reset the quest before trying again.

When settings don't save properly it usually helps to delete em all together to get a new file (sometimes they but out)

This error means that that version of ocuslus VR you're trying to launch with has not been approved by BattlEye (anti cheat system). This happens occasionally when Meta decides to push an update and not tell anyone about it. It usually fixes itself after enough players have attempted to launch the game with that version, as the BattlEye team then validates the version.

It might also happen if you're launching the game with a custom version of the oculus runtime
