What country passport? I had to rush a passport once in the US and I was advised to contact my local state representative. The local government works with the federal government on a lot of different things and apparently this was one of them. Got my passport like 2-3 days later instead of a couple weeks. Depending on where you live, you might have a similar municipal representative.
