According to the article, Wolf says that each org has a soft salary cap of $1.6m they should put towards their team. If they go over that salary cap they don’t just stop signing players, say if the total player salaries of all their players is over the 1.6m example, a luxury tax is applied so the org has to pay even MORE money to keep them on so it’s at an even larger expense than they would like
