There is most definitely the possibility that teams don't sign better players because they cost more, but there's no way to prove that since whilst a player can be considered to be better than another in public perception, perhaps the coaches for each of the teams have different thoughts about them. Maybe they play in tryouts and just don't mesh well with the team.
Overwatch League players aren't fantasy league stat cards and you can't just put the 6 best players you can get on a team and expect it to work.
