A major problem is, that it is not spectacular enough.
Just look at CS:GO for example, or DOTA, the stadiums there are crazy, the lights, the hype, everyone's adrenaline is rushing, it's like a UFC match. Even the fog plays a huge role, it's like being on a concert and losing yourself in the moment.
OW League of too childish, too stiff, everyone is scared to say something wrong due to Blizzard liking to ban people for mistakes. The lights are way too bright, it just feels as you are sitting in a normal room.
And pro teams bind with cities was a really bad decision. For example, no guy from China or Russia would like to play for Florida, it's just stupid af
Blizzard tried to come up with something new, but it didn't work out, OW pro scene deserves so much more because the game is actually good
