FaceIt League is the most well known for non-pro and pro players, but for that you'd have to pay a fee to join but you'll have the option to join along and form a group with others.

Go to #roles-old and get the Tourneys role for console or PC.
Or try #tournaments if you really want to play non-pro tourneys with different rulesets
