I can provide some further insight on this. In the OWL Staff Discord Sean stated (after receiving multiple inquiries about presumably a player like Vega) that a player who is 17 or older for their first match of the season is eligible for a contract. Then other OWL team staff brought up the rulebook, which specifically states "Players who will be seventeen (17) old or older as of the date of the first Match of the 2023 League Season", and contested that there's a big difference from the first match of the season and the player's first match, so I'm assuming because of Vega's tweet that the resolution here was to say no to players that weren't 17 for the start of the season.
