speaking for myself here, but im guessing it's because he didn't like the idea of being an assassin. like, maybe antonio would've been better off dead but mccree didn't want to do it himself or have a hand in it. in gabe and mccrees interaction, he says "This is NOT how we do things!" implying blackwatch doesn't deal in assassination.
i'm really just spit balling it but that's what i'm thinking. he's not upset at killing, he's been cooperative throughout blackwatch's missions (which include a lot of subterfuge, blackmail, sabotage and stuff of that caliber theoretically), but assassination seems to be where he draws the line. it isn't so much that antonio was killed, it's more that killing antonio wasn't apart of the plan, and mccree isn't fine with the idea of being a kill squad.

So far, all the short stories have been focusing on supports (ex-support in Symmetra's case), so either Moira or Lucio

So it would most likely be for someone who will be significantly important
I would say Pharah is the most likely, as she will be on the Overwatch team in OW2 relatively early compared to others like McCree and Sojourn, and Blizz has teased multiple times that we will get another enemy faction.
Which in this case, would likely be Helix.
