I had thought that Reaper joined for two main reasons. Moira could help him control and harness his shadowy abilities to his advantage (I believe she had joined prior to Reaper as Talon provided her with the equipment she needed in order to continue her research on biological engineering) and he could get back at 76 since he was still bitter about him becoming the leading figure in Overwatch and Reaper being stuck with Blackwatch to do all the dirty work
