Mercy is a combat medic, she certainly has some weapons experience.

"worst aim" is somewhat subjective, and not something we can accurately tell because we haven't had anything to compare against

"best aim" we know because there are several heroes said to be exceptional marksmen

we've seen McCree have exceptional aim, and Ana was a professional sniper said to be the best in the world
and Widowmaker is also a highly skilled sniper
And Baptist has been said to be an excellent marksman
Able to fend off several talon agents gunning for him
Most of the cast has exceptional aim, but the best probably comes down to Ana and Widow

So if the heat of your gun isnt managed you can be taken out easily

The spin up plus overheating may make reloading make him feel unusable
the way it works in most games is that you can avoid long down times by having good fire management but if you need to focus down a target and its worth the extra few shots, you can deliberately overheat and risk being caught in that cooldown time

And if he had an ability like sweep it would pair well with trying fend anyone attempting to make use in your vaunrable state

It’s mostly just headcanons about relationships
Overwatch lacks lore about relationships and friendships between characters for the most part
it's not the sort of game/story that depends on romantic relationships between characters
