It seems that after Reaper obtained the smoke powers he began to lose his fighting sense and his senses began to weaken.
In the Anna comic or in the cinematic scenes we always see Reaper falling into the simplest tricks because he began to rely on his powers, unlike when he was a soldier

Clearly his family believes in "the ends justify the means" If talon's end goal is a net positive and his people are taken care of, i can see hanzo making the hard decision. The real world isnt like the stories that his father told him, in the real world sometimes you have to make decisions which go against you're own morality. It'd be interesting to see this play out but the story not overtly punish hanzo for this because when choosing your own people or the world, there isnt really a right choice.

In ow1 it was fine because it was a type of getting the band together, which worked as the world had just started. But it’s been wayyyyyy too much time to still be taking this approach with the story telling. It doesn’t feel like “on hold” anymore, it just feels like they’re going to stop the story all together.
