I don’t remember the exact reason, but if we’re going off general assumptions. Most talon stuff we see during any games are technically robotic because of the whole “overwatch is a kids game = no actual on screen death”, but I do agree that realistically without overwatch’s age rating, Moira likely would get a pretty steady stream of regular human people to test her hypothesis on.
But I also think Moira is just flat out unhinged. Like Warlord said above, she gets the best and most intriguing results when using herself as a test subject. I think it’s a mix of the control she has, and the fact one of her voice lines claim “I work better with a deadline” when someone comments on her decaying body.

I mean that’s exactly my point, I mean 8 villains and gave 3 of them overwatch skins. And put all 3 of those skins in the battle pass and made most of the talon skins including zen’s null sector skin part of the shop
