Even if the wider world never learned he was the leader of Null-Sector, I couldn't see most of the team-members vibing with his presence very well. And having him in the organization would lead to a lot of questions and be easily exploited by Talon
The story path I see Rammatra going on, if Null Sector is rendered defunct by the end of its story, is he goes off on his own once again with new purpose, perhaps reunite with his former Omnic friends

the problem I see with this is Genji was literally a part of a criminal organization known for their bad deeds, and Overwatch gladly took him in for exchange with his help, and he was able to reform into a much better person. the whole Idea of this whole 'oh bad guys can't join overwatch' is pretty messy since most overwatch members have a previous history of criminal activity, and on-top of that Ram is the closest with Zenyatta who is expected to join overwatch
