They were used specifically to counter the crusaders especially with those energy swords since bastions in-lore dont seem to be effective enough

Dr. Jiayi Chao. A "cute girl" in a wheel chair support
Mei has a voiceline about a friend "Jiayi" that works at Lijaing Towers.
Last time we got a quote like that (Moira) we also had a teaser on the map for the character
We also have a very explicit tease of a Wheelchair for a higher up that works there, thought to belong to Dr. Chao.
Jiayi would be about 9 years older than Mei, so present day 40, would be 30 when Winston was on the moon last, giving her ample time for the timeline to be coherent.
Likewise, she went to Grad School at with Mei, so she is also in the sciences.
The idea of a hero in a wheelchair would be pro-something or other as she has a very visible disability yet is a strong hero, while she is also in the lines of a Professor X or Barbara Gordon archetype for others who dont care about that.
