Junkertown is build on the ruins of the Omnium (factory that built omnics) that exploded.
Also, a lot of people (like Roadhog) were expropriated from their homes in order to build the omnium in the first place. Most of them joined a milita, Australian Liberation Front, and when the crisis ended, the Australian government wanted to give the omnium to the Omnics, and not to the people. So, they exploded it and built JT over it.
