After the omnic crisis and before the recall, the Australian government pretty much made a peace treaty with the omnics and gave them a bunch a land to live on. the people who lived on the land before were forced to move out and were not happy. so they started a rebellion called, "The Australian Liberation Front." None of the Hashimoto guys are as "superpowered" as Moira, Doomfist, or Baptiste. In comparison, they're all much more "normal" in abilities.
I'm thinking on it now, and most of the heroes in Overwatch get their abilities from greater-than-average physical strength, and/or advanced technology. Very few of the heroes seem to have supernatural abilities without technology. Kiriko's healing and teleporting powers seem to be an example of that.
Off the top of my head, I can't think of anyone else whose abilities are supernatural rather than from stronger muscles or special technology.

Jack tells him he can’t officially sanction the mission, but that Gabe has full jurisdiction within blackwatch, and can do what he wants.
Even after this interaction he specifically tells McCree about the mission, and that they’re not going to kill Antonio on the mission. McCree protests. Gabe puts his foot down.
It’s very clear that Gabe wanted wanted what he said on page 5. Take him in. Interrogate him until he can weasel his way out. Use that info to attack Talon.

I just think it’s a weird crossroads to arrive at. He’s a special forces commander who expected this. Emotions get in the way, but I still find it very different from what I would imagine being likely to happen. He went through a supersoldier program. He led overwatch during the Omnic crisis. He is a cold, calculated character. Very odd
I think the plothole is because it lets people who don’t care too much about the lord get a basic understanding of it while we get to theorize about what exactly sprung on the last moment change of plans.

I don’t think so considering who he is. A stubborn ex-outlaw who goes by the plan. He’s told they’re not going to do that. They plan the mission with them not killing Antonio. Last minute the guy who told you they aren’t killing the bad guy for a bunch of important reasons kills the bad guy, throws the entire plan out of wack, and risks the team over it.
I’d probably be very disgruntled if I was McCree. All that “no don’t kill him” just for it to change last moment.
