This is a project I've dubbed Risk of Ramattra. I'm currently programming a survivor mod for Risk of Rain 2 that adds Ramattra as a playable character. As of right now, I have the Void Accelerator, Pummel, Block, Shifting forms, Ravenous Vortex, and Annihilation finished. The linked video is a showcase of the Annihilation skill working. This will be publicly released in a bit, I haven't finished his 3D model yet, nor any of his animations. I can post again here, once I have animations and a completed model. Neoni is an Omnic who was initially depowered after the Omnic war, until he came back online similar to Bastion, and the majority of his code was wiped, or corrupted giving him the chance to build his personality and personal skillset on playing drums and learning the specialty of Taiko while in Japan where he was dressed up as an Oni to perform with friends hed made when an attack on the festival he performed at forced him to take charge and protect his people using a damaged or otherwise broken extra battery to serve as his source of electrical power.

Neonis skillset so far includes-

• his primary fire which is a Taiko Drum knockback attack with an electricity damage dealer which would come from the broken Battery(think like it shoots from his drum),
• Sense he is dressed as an Oni on his back is a Kanabo which he can pull from his back(his friends modified him so he could carry his Kanabo), this only comes to play for his Ult not alt fire.
• he has a recharge rate rather than Ammunition- but if you deplete his battery entirely he can end up powering down for a short period making you immobile.

I'd say if he uses the max amount of battery he can use, the damage could be around 50 considering its a stun and an AOE blast(i think)

however if it only stuns omnics, maybe it does 50 damage to omnics and like 85 to non-omnics

its more so an aim and stun sorta situation than an aoe, he cant really do much outside of spend all his energy on one blast that hed then need to wait to not only cooldown but also wait on his battery to charge.

its a lightning strike coming from the center of his drum, thats the best way i think i could describe it.

I think it should stay as a sort of hack and stun, making the majority(like sombra herself) have to reboot which can serve to explain the stun. but this would again vary on how each heroes tech is implimented.
