I mean yeah, hard light technology is powerful, but with an contruct it has been a process, with cities being static, ordinary structures that still took some time to make and as a group despite the quickness.

She is powerful, but her combative work and ordinary architectural work hage been largely seperate, she was a very unique case in vishkar for this reason and why is she became an agent. Though as seen in her comic and her gameplay, she mainly uses a her gun as a weapon with contracts being small scale.

The reason I mentioned gameplay is because the it was meant to accurate if imperfect reflection on the story, and overall as a canon on project everyone is very "grounded" for being in a shooting game. Her appearences in the comics are consistent with her ability scale in game.
Doomfist is an outlier in that he took on Tracer, Genji and Winston at once until Winston used his primal rage, and he took out the other two,
