It's a hard skillshot to hit to begin with, and the player isn't really getting rewarded for hitting the skillshot if the enemy can just go behind cover and be totally fine, especially if the cooldown is as long as it is right now. either they need to reduce the cooldown or keep it as is and make it able to shoot around cover to some extent.
